Raglan Housing Association is a charitable Industrial and Provident Society (no 20558R), registered with the Housing Corporation (registration no L1556). The Housing Corporation Regulatory Code, introduced in 2002, sets out the Corporation's regulatory framework and the fundamental obligations of housing associations. In December 2004 the Association adopted the National Housing Federation's Code of Governance.

The Board
Overall responsibility for the Association's activities rests with a Board of voluntary members, drawn from the public and private sectors. The Board comprises 13 members, including two resident-elected members, and is supported by two standing committees, five panels and three regional committees (see Committee Structure).

The essential functions of the Board include:

  • Defining the values and objectives of the Association
  • Establishing policies and plans to achieve these objectives
  • Taking significant strategic and financial decisions
  • Monitoring the Association's performance
  • Establishing and overseeing a framework of delegation and procedures
  • Ensuring that the Association's affairs are conducted lawfully and in accordance with regulatory requirements

Regional Committees
Each of Raglan's three geographical areas of operation is overseen by a regional committee made up of local volunteers, drawn from councils, businesses and voluntary or community organisations. Each regional committee comprises up to 15 members, including five resident-elected members.

The role of an regional committee includes:

  • Monitoring the delivery and performance of housing management and maintenance services in its region
  • Participating in policy review and formulation
  • Monitoring performance against budget

The regional committees also receive reports on the progression of new housing and refurbishment schemes in the region.
